PPP troubles

Ok, I just got the 2.4.21 kernel compiled to be able to install my LT winmodem. The modem itself works fine. However if I try to dial in to my ISP, the pppd dies after starting with an exit code of 16. If I try to dial in with wvdial, pppd dies after starting with an exit code of 2. I rechecked the kernel config and I have support in the kernel and both async and sync to load as modules. I tried dialing in through the terminal for the modem and had no problems. I get two different things in /var/log/syslog depending on what I tried to connect through. When I try to connect through wvdial, it can't find a file in /etc/ppp/peer/options. When I try to connect through kppp, it comes back with modprobe can't find the module ppp0. Rebooting, making sure the config for the kernel is correct and then recompiling the kernel hasn't helped. Oh, ppp_generic and ppp_async are in lsmod. Any ideas on how to fix this? I can't log in to either ISP.

Well, I did a search for ppp and found some people with kind of the same problem but no real answers were given that would help me any. I'm going to go in and have it debug to see if I can find out anything else. I have a feeling it won't help though.
