do 'chkconfig --list' and get the name of the POP3 service, usu pop3d
then look in the file '/etc/xinetd.d/pop3~~'
and see if root is denied access.
If it is, modify the file, then restart xinetd,
service xinetd restart
As an extra thought, try aliasing the root user to another user's mailbox.
This avoids having to send the root password in clear text across any network.
