1. To find your service listing, click Start / Run, type "compmgmt.msc" and click OK.
2. Click the "+" next to "Services and Applications" and click "Services."
3. In the right pane of the window, scroll down and right-click "Messenger."
4. In the popup menu, select "Properties" and under "Startup Type" select "Automatic" or"Manual". Click OK.
5. Now click "Start the Service" to the left of the service listing. WinPopup messages should now work.
I'm not sure, I dont remember comming across the windows management console in Win98 or WinME. I only remember it working in 2000 and XP. I try and find the substitute for 98
To enable WinPopup for Windows for Workgroups clients, go to Control Panel>Network then select the Startup button and make sure that the "Enable WinPopup" checkbox is selected. Click OK and then exit the Microsoft Windows Network dialog. Close Control Panel, then exist and restart Windows.
Windows NT Workstation and Windows NT Server receive popup messages through the Messenger Service. You can start the Messenger Service by running Control Panel and choosing Services. Set the service for Automatic Startup and start the service.

actually winpopup for windows 98 is installed automatically when you apply
client for microsoft networks or client for netware in your network properties.
when you want to use the winpopup..
just click start > run > winpopup
then you've got winpopup dialog box..(i found the answer from microsoft)
