lisa starts and runs but only as root


I'm having a strange problem with lisa. I have it configured to start up in rc.local and it does. BUT, I can only browse as root. If I'm logged on as non-root I get a message saying the the lisa daemon does not appear to be running. I've done this successfully before. This is a fairly new installation of FC3.
