keep refusing connections

I've setup my linux box as a ftp sever and a http server.
well, the default ports that it got setup was http: 80 ftp: 21
but I realized that I cannot gain acess through my ip internet ip address because
my isp blocked those two ports.
I've changed the http:80 to 85 through Red HAt HTTP Server Settings

I've also went to /etc/iptables/
to change to allow port 85 instead of 80

===========
*filter
:INPUT ACCEPT [0:0]
:FORWARD ACCEPT [0:0]
:OUTPUT ACCEPT [0:0]
:RH-Lokkit-0-50-INPUT - [0:0]
-A INPUT -j RH-Lokkit-0-50-INPUT
-A FORWARD -j RH-Lokkit-0-50-INPUT
-A RH-Lokkit-0-50-INPUT -p tcp -m tcp --dport 85 --syn -j ACCEPT
