IPv6 and NDP Proxying for wirelessly isolated clients

We currently operate a WISP with our clients being wirelessly isolated. On IPv4, we've gotten around the issue of inter-client communication by using a modified form of NAT (which I won't go into here) but allows communication between clients via the authentication gateway (ie: we can account data between users against their account).
With the transition to IPv6, it appears that NAT is no longer implemented thus our solution of inter-client communication is again becoming an issue.
We need to be able to enable some form of NDP proxying on our gateway so that a client wanting to communicate to another client is able to do so, only via the gateway.
Our accounting of user data is currently picked up from the 'forwarding' rules in iptables, thus we would need to have the proxied communications data being passed through these tables as well.
Has anyone at all got any experience and/or suggestions for solutions to this problem?
