IPCOP - Proxy server over OpenVPN

i have an ipcop box running as a firewall, Proxy server and OpenVPN server for outside access. My clients have windows laptops for remote access with a Domain controller from inside. i use the proxy server to monitor internal users access to the internet. i was thinking about creating a group policy to force the users to use the ipcop box as a proxy server when they are travling so i get to monitor internet access for remote users as well. the problem that the proxy server doesn't accept connections from VPN subnet. when i try to browse pages using the proxy over VPN i get access denied error. i wonder if there is a way to modify this behavior. any ideas?

thanks
