Post Internet connection speed and DNS server.

Hello,
Could Internet connection speed related to public DNS server IPs?
For example, the Ping time is very high:
Code:
$ ping 8.8.8.8
PING 8.8.8.8 (8.8.8.8) 56(84) bytes of data.
64 bytes from 8.8.8.8: icmp_seq=2 ttl=106 time=391 ms
64 bytes from 8.8.8.8: icmp_seq=6 ttl=106 time=314 ms
And public DNS are:
Code:
$ cat /etc/resolv.conf
# Dynamic resolv.conf(5) file for glibc resolver(3) generated by resolvconf(8)
# DO NOT EDIT THIS FILE BY HAND -- YOUR CHANGES WILL BE OVERWRITTEN
# ProtonVPN DNS Servers. Managed by ProtonVPN-CLI.
nameserver 1.1.1.1
nameserver 9.9.9.9
Thank you.

Since no DNS resolution takes place when you ping an IP address, the content of /etc/resolv.conf is irrelevant.

You could test that by simply removing /etc/resolv.conf. Does the return trip time change?

I know that it was a problem from my ISP. I just wanted to know the roles of public DNS addresses.
