ingress traffic shaping with LTSP


hi

i was searching for a good solution for my problem, but could not find enough info.
i am planning a linux LTSP, that worked great, but one of the requirement is to limit users bandwidth to the internet, i.e. browsing and download. i initially thought that i could just use ingress policing and "-m owner" on the INPUT chain, but as it turns that i can not use "-m owner" in the input chain.
is there any other solution?? i have seen posts about imq, but not a good howto to get me started. can i use "-m owner" with imq in some way to achieve my goal? any good howto?
any ideas would be appreciated.

may be some kind of a virtual connection per user?? if there is some thing like that.

On this webpage they are talking about to limit quota. Look at point 7.Setting transfer quotas with quota. May be helpful

quota would limit the amount of data not the rate of the transfer, but again we face the same issue. the example from the quota section:
Code:
-A INPUT -p tcp -m quota --quota 2147483648 -j ACCEPT
-A INPUT -j DROP
i can't add "-m owner --uid-owner someuser" to it, can i??!!! so i could set a different quota for each user

any one! may be i did not make a clear point... i wanted to mark the incoming packets using "-m owner" (which is not possible) so i can use tc to do ingress policing.
so i am looking for alternatives.
