Help setting up interfaces and network routing

I have a VM with two interfaces. ens18 is connected to a span port and is to be used for that purpose; to monitor all traffic. ens19 is to be used to communicate with other devices on the network. I am running Ubuntu 22.04. I tried using netplan. I noticed promisc does not work in netplan, so I just do it manually with ip link; is there a permanent way to do this?

I am unsure if it supports it now but the best bet is to use "ip link" like you now do but set it in systemd to run:
