Help Required adding flag on packet and routing packet based on flag over ssl tunnel.

I have following scenario but i am confused what should i do.

I will have an application running on linux machine, i will router all application traffic to my application e.g ssh traffic i will then add some bytes to ssh payload then i will through packet on ssl tunnel created by my application.

On the server side where tunnel terminates i will route packet based on bytes i added.

I need some help choosing me which tunnel should is use? and at which layer?
How would i add some bytes to packet before sending it to tunnel?
How i will route packet to service deamon based on bytes i added?which open source proxy i can use?
