try this
There is a file called dhcp.conf i /etc
You need to get it configured right.
I can send you mine when I'm home on the weekend.
Also you need a file dhcpd.leases.
enter
touch /etc/dhcpd.leases
I think it was in /etc
Then try and start dhcpd.
It will either start, or tell you what's wrong.
