I must say I do not understand the question. You're trying to set up QoS in Fedora. But what are you trying to archive? And what is the 'speed control file' (a link to documentation, maybe?)

With all due respect to your position as a mod., may I suggest that when a thread like this one needs to be moved to a more appropriate forum, you do it in a way that doesn't break the original links to it, such as the ones in forum or 0-reply subscription e-mails. It's very annoying to click on a link in one of those & get the message:

"No Thread specified. If you followed a valid link, please notify the administrator"

it shouldn't break any links, the thread ID remains the same afaik. what link didn't work?
