Graphical Programs Can't Access Network

I first had this problem in Ubuntu 3.10 and switched to Kate OS III in order to avoid it but the problem has followed me.

It seems to be a problem with recently released distros.

I can ping www.google.com and I am posting this message from lynks web browser but absoluteley no graphical programs can access the network, not firefox not the package manager nothing.

Any Ideas?

What distro are you running? Are you in X using a GUI window manager, like Gnome or KDE? If you start firefox on the command line, what output does it give? Does /var/log/messages show any errors msgs?
