You should be able to. Depending on a number of things the basic part of this is that you have an IP address from an ISP to the OS. You use a software to track changes in IP via some program or manually. That change is sent off to the ddns provider which then changes the dynamic name to the new ip.
This may assume that your 3G is on long enough, has data, ISP has ports open for some access and so on and so forth.
For the most part it makes little difference how you get an IP address for this process.
