basically yes because in system need route

advancely not necessary eg i go to idc connect my laptop to eth1 server with crossover cable
tunnel to eth0, i not sure how it call but there no need router for my lan

I have a low end box running Slackware as my router. So yes, you need a router* to put a LAN on the internet.

* For NAT, DNS-cache, firewall, anti-virus scanning, intrusion detection, and maybe ftp/pop3/time, etc... servers.

yes u need a router but ...
in some cases router is maintained by ur isp.

Any IP network that is connected to another IP network must by definition be connected by a router. What you shouldn't is confuse physical connections i.e. LANs, WAN's, with IP networks. They are not strictly speaking the same thing. One LAN can have multiple IP networks on it, and alternatively more than one LAN can be bridged and use the same IP network. But roughly speaking, one LAN or WAN equals one IP network, and the device that connects them is a router.
