Unhappy configuring netodragon internal modem


hi all
please help me to configure my netodragon internal modem in red hat linux8.0 .
My modem is 56k netodragon internal modem.
i have given the correct port address through the kppp .
when i "query modem" the reply is that modem is busy.

The windowsXP initializes the modem with the command"ATQ0VIE0" whereas kppp has the command"AT&FX1" I have tried to use the other initialization string too but got the same result. .
I am a novice and just trying to enter the world of linux.Please help.
