Ive decided that I've spent enough time chasing this and am going to rebuild both mail servers from scratch as Ubunto 20.04.x
I've had email service off line for over two weeks and I need to get something back working here. Thanks for all your efforts.

Sometimes that's the best thing to do.
If these are production servers, I would suggest Debian 10 though.
