Cannot Access Internet from Windows PC over Linux Network

I have installed Fedora 8 on an old PC to use as a home network and I am having trouble getting a Windows PC running XP to get through to the internet, but I am able to access the internet from the Linux box with no issues. I can ping the gateway on eth0 from the Linux box, but I can't ping it from the windows PC. I am able to ping the IP address for eth0 from the Windows PC. My internet gateway is a modem/router from Hughes net. I also have a Netgear router between the Linux box and the Windows PC, but there doesn't appear to be any issues because I can ping both NICs from the Windows PC. I have pasted my Linux NIC config below. Any help would be appreciated.

# D-Link System Inc RTL8139 Ethernet
DEVICE=eth1
BOOTPROTO=none
HWADDR=00:40:05:86:22:8E
ONBOOT=yes
TYPE=Ethernet
USERCTL=no
IPV6INIT=no
PEERDNS=yes
NETMASK=255.255.255.0
IPADDR=192.168.1.1

# ADMtek NC100 Network Everywhere Fast Ethernet 10/100
DEVICE=eth0
BOOTPROTO=none
HWADDR=00:0C:41:21:1B:B2
ONBOOT=yes
TYPE=Ethernet
USERCTL=no
IPV6INIT=no
PEERDNS=yes
NETMASK=255.255.255.0
IPADDR=192.168.0.2
GATEWAY=192.168.0.1

Did you enable IP Forwarding, to forward packets between NIC's?

IP Forwarding is enabled:

# Kernel sysctl configuration file for Red Hat Linux
#
# For binary values, 0 is disabled, 1 is enabled. See sysctl(8) and
# sysctl.conf(5) for more details.

# Controls IP packet forwarding
net.ipv4.ip_forward = 1

# Controls source route verification
net.ipv4.conf.default.rp_filter = 1

# Do not accept source routing
net.ipv4.conf.default.accept_source_route = 0

# Controls the System Request debugging functionality of the kernel
kernel.sysrq = 0

# Controls whether core dumps will append the PID to the core filename.
# Useful for debugging multi-threaded applications.
kernel.core_uses_pid = 1

# Controls the use of TCP syncookies
net.ipv4.tcp_syncookies = 1

Is your linux machine acting as a gateway for windows machine? If yes you might have squid handy. If you do not want squid you will still need iptables to forward the packets.

By turning off the iptables though, aren't you exposing the network to easy intrusion? I'm not sure I want to go that route....

I tried messing with masquerading last night, but I'm not sure if I am doing it right. I am using the Fedora GUI and everytime I try masquerading eth0, I get a message from SE Linux stating that it wouldn't let the change occur. I switched SE to permissive mode, and I think it went through, but I am still not able to get any of the clients access to the internet. Any suggestions would be appreciated. I am getting very frustrated...........
