Can't Ping Localhost

From the windows client i can ping my linux server,
but when i try to ping 127.0.0.1 / localhost from the
server itself i just become
... NO PERMISSION

Is that the reason why swat and webmin does
not work?
What can i do?

Not that it should make a difference, but have tried this logged on as root?

I guess you could check the permissions of 'ping' and make sure it has X bit on.

Can you ping the Linux non-localhost address (the same one you ping from the Win box) from the console?

I suppose you could infer that lack of permission to ping could create a situation where swat and/or webmin wouldn't work...
