Question can't ftp to windows server?

I have a website that sits on a windows server running coldfusion im trying to ftp to the site from linux (gFTP, commandline ftp). it connects and after taking my username and password it just says 530 not logged in disconnecting. is there something that prevents linux from ftping to windows? or am i doing something wrong? dreamweaver and smartftp under windows have no problem so i know my info is correct.
