Bandwidth Management

Hi Experts,
I am Network Administrator in a Degree College managing around 2500 Comps. My ISP has terminated its Internet link (15 Mbps) to our Linux Server (Installed 2 NIC) from where Internet connection is extended to rest of the machines in network.

I am supposed to send different bandwidth to different departments say 5 Mbps to Hostel, 2 Mbps to Staff room etc. I am new to linux and don't know anything about Bandwidth Management in linux. Any help in this regard is appreciable. Thanx in advance...
