Apache Permissions

Please help me.
I have apache 1.3.23 (I know that I should upgrade to 2.x)
And I am trying to install TWiki (http://twiki.org)
and I can't access it.
I did all the
ScriptAlias......
<Directory.....>
stuff in httpd.conf, and I when I try to load anything, I get
" Forbidden You don't have permission to access /twiki/bin on this server. Apache-AdvancedExtranetServer/1.3.23 Server at help.foo.ca Port 80 "

So I read the TWiki installation guide, and it said to
chmod 775 twiki/bin* and chown -R nobody /twiki
But I had already done that
Does anyone know how to get permission to access it?
Is it in httpd.conf or commonhttpd.conf?
What do I do?

Are you able to access the individual files (ie. view) in the bin directory?

I found out that I had not put "/" at the end of the <directory "/home/apache/twiki/bin"
I have that working now, but when I look at localhost/twiki./bin/testenv
it says all my settings and

$templateDir:
/home/apacbe/twiki/templates/
Note: This is the TWiki template directory, as seen from the file system.
Error: Directory does not exist or file view.tmpl does not exist in this directory.
$dataDir:
/home/apacbe/twiki/data/
Note: This is the data directory where TWiki stores all topics.
Error: Directory does not exist.

And I have checked my files, and they are there. /twiki/data/ templates and vew.tmpl
What do I do now???
