Apache bind error

Hi,
I have the following configuration:
The ISP maps a static IP address to my router's mac address. In the router there is port 80 forwarded to the network address of a linux host.
I have tried running apache, but it doesn't start. if I tell it to listen on just port 80 without any ip it doesn't show any errors, just doesn't start.
If I specify the ip using listen it shows this :

(99)Cannot assign requested address: make_sock: could not bind to address 82.131.31.204:80
no listening sockets available, shutting down

Did anyone face this problem? Is it possible to get apache running like this (via a router). I guess it is since sshd and vsftpd are running ok like this.
I am sure the port is forwarded properly since when I connect with a telnet client I get a connection refused and that is a linux message.

Please help me solve this problem.

Thanks

Hi,
Thanks. I have actually solved the problem, turns out you cannot just enter any host name, it must be a valid dns entry. Using localhost now and it works ok.
