amavis not using new SA rules

I've created some new rules files in /etc/mail/spamassassin/*.cf and none of them seem to get used by amavisd-new . when I run amavisd with the sa-debug command, it shows that its read those files- but,

for some odd reason none of the rules get applied. I've also put a test rule in local.cf and it also does not get applied by amavisd-new

Any ideas or suggestions would be greatly appreciated.
