adsl connection not working

I'm using RedHat 9.0 and can't seem to get my adsl working. We have two PCs in the house: one uses ethernet and is hooked up to the router, it's OS is Windows 98; the other uses a phone cord to connect and is running RedHat 9. I've tried everything I can think of after reading through faq upon faq. I get 2 different errors when I try to activate my ppp device. One just says "Cannot activate device ppp0!" and has no specific details. The other says "Cannot activate device ppp0!" and says something about termination at line X in adsl-start and something about $ CONNECT (I don't recall the *exact* error message). I've tried both dhcp and static ip settings. Roaring penguin is installed, and I'm a noob to the linux world.
