Add Second Gateway for Alias ETH0

My ISP set me up with 2 pulibs ips from two different networks.

Ex.
192.168.0.1 (ETH0)
10.0.0.1 (I added ETH0:1)

Assuming 10.0.0.1 is a public IP, when I attempt to ping it I get nothing in return. What is the command in fedore to add the gateway for 10.0.0.1 for eth0:1?

These are not public addresses, and why did they give you two? They wouldn't do this unless you asked for them. Even if you were using two you would normally use the second as a NAT target rather than a physical address, there's no point in having two physical public address's facing your ISP.

I only used those IP's as an example, pretend they are public.

"two physical public address's facing your ISP" <- there is a million reasons why.

But I have been given two IP's from different networks for allocation reasons on there end.
