I've tried to upgrade twice from 17.2 Cinnamon to 17.3 using the Update Manager. It upgrades without a problem except that when I open apps, settings, or anything else, windows pop up slightly off screen and for me to click on any particular area, I have to click offset to the right and down.

Hi there. I have no specific knowledge of this bug, but there are a few things we could try if you want.
First, have you tried changing the theme to see if that helps the situation?
I'd like to try a different theme, but it's almost impossible to select things on screen as it's very difficult to navigate on the screen to select buttons, etc.
See attached as an example of what I mean. Screenshot 1 is a button I would try to select. In order to do that, I have to click somewhere in a relative position shown in Screenshot 2. And, sometimes, part of a window will popup offscreen so that I can't even see what's on that screen.
