I believe something has created a 424.3 GiB file named sdb in your homedir /home/tom/. What is output from?
Code:
ls -lSG /home/tom/ | head -n6

Yes indeed, something has created a file owned by root named sdb that is 424.3 GiB. Unless you know what it is or is good for, and needed, remove it using root permission.

Success! The solution was easy. I am back on my laptop now. I have 430.3 GB space free in home. I restarted Mint after removing the sdb file owned by root just to make sure "sdb" was really gone. I now look at the screen at an angle after I shut down, just to make sure the computer is really off. It may appear black, but if you look at it at an angle and it has a slight blue cast to it it is not off. Earlier versions of Mint would not shut down completely after removing the Live disk and pressing ENTER.

Thanks a lot for all the help. Will edit the original post as solved.
