Extremely high CPU usage oon Mint 19.3 with an i7-9700k

Hello,

I recently installed a new Linux Mint in DualBoot with an existing Windows 10.
After resolving some graphics driver related issues during installation, I encountered another issue which severely impacts my experience. My system seemed to respond very slowly to even minor tasks like moving around some program windows. I suspected that there might still be graphics driver issues, but I double- and tripple-checked that and its not the case.

However, after some research, I found out that my CPU usage is extremely high. Even running the current version of the TeamSpeak3 client uses around 20% of my CPU according to the top command. Whilst using the autocomplete functionality on Eclipse, even the audio output starts to stutter due to my CPU being used by 100% by this request. Obviously, an i7-9700k should not behave like that and I can confirm that the CPU itself is not broken because I don't encounter any unexpected behaviour under Windows.
I already updated all drivers (and everything else), which did not resolve my issue. I am also aware that I use the cinnamon desktop, which is one of the most resource consuming ones, but again, this should not be problematic for a modern 8-core processor.
I would really appreciate any suggestions concerning this issue since for now, I am stuck at Windows for productivity tasks, which is unsurprisingly not that great.

My hardware:
i7-9700k
Asus Strix Z390-f
4*8 GB of DDR4-3200 RAM running in Dual Channel
RTX 2060
Some cheap SanDisk SSD

Really. Perhaps you'd better show us the evidence that enabled you to be so confident.

Again, we need evidence not conjecture. If you have no other performance monitors, run this from a terminal when you think things are playing up and post the output. Wait for it to complete - will take around 15 seconds.
Code:
top -b -n 3 | grep -E "^top" -A 12 | awk '(NR > 1)' RS='--'
