If you can set the bios to usb boot, which your subject says that you have,
then the puppy cd should boot & run.
Are you happy with that, or do you want to install it to the hdd as well ?.

Edit : pushing F12 on boot-up often gives the option
to boot with a usb drive.

Installing linux on a machine with a broken CD-ROM and no option to boot from USB is going to be difficult.

I'd take the machine apart, and see if I can replace the CD rom (it would be OK if the replacement didn't fit the case, it is just to boot from). Then try booting from that.

If that failed, I'd take out the HDD, install it in a USB enclosure, and install linux on it by using another computer. Then put it back.

Another idea: If the PC is running windows, take a look at UNetbootin (You'll probably need to D/L the windows version as I assume you are not running linux yet)

You could try the debian netinstall.

Doesn't that need PXE support in the BIOS ? (Not sure, I never tried it), and his BIOS doesn't offer it (I checked).

Actually, I use plop bootmanager floppy on my toshiba 7000ct lappy and it works great.
lappy can't boot from usb and only has a floppy drive too.

I used plpbt.img, which is only bootmananager running off floppy

plpbtin.img will install(and uninstall) to MBR and works better.

Any distro you install will overwrite plop mbr install too,

sometimes works better with ext3/grub usb than fat32/syslinux usb

AFAIK it will boot from floppy and load the driver for the network card
