This applies to the old BIOS way of doing things. It doesn't apply to UEFI. With UEFI you can pick out a specific partition to boot from. Also, boot.ini doesn't exist in recent versions of Windows (at least not in UEFI installs).

That's not true & the only thing that will stop you is not having a secure boot key, & that doesn't stop you if you disable secure boot
