I would strongly recommend that anyone new to computers or to Linux use the 8.04 version of Ubuntu. There are numerous posts in this forum complaining about problems with Ubuntu 8.10. I think that you would be happy if you use the previous version of Ubuntu. That's what I use and I love it.
It is possible that the automatic CPU clock throttling is working by default. I can imagine that the fan slows down when the CPU slows down (and thus produces less heat)
