i will make note of that so i never "forget" it ever again and "remember" that it really is not a file setting. and now i know the laptop remembers this across reboots and power cycles which it does not do for Fn + F1 to toggle the touch pad (i turn it off every time i boot up).
Open the Settings app by pressing the Windows + I shortcut key, or clicking the Settings icon from the Start Menu in Windows 10.
From the Settings window, click Privacy.
Choose Camera in the left pane. You'll see an option that says “Let apps use my camera“
i have never run anything on this laptop but Linux. maybe some day i might try BSD. but that's as far as i'll go. if it doesn't have source available at no extra cost, i won't run it.
