I haven't spotted any particularly clear answers yet, but a bit of searching turned up
this and
this. Now, it may depend on which version of the Atom processor you have, but it appears that using generic settings is best for now.
IE, in Power Management... --> CPU Frequency scaling --> ACPI Processor P-States driver (CONFIG_X86_ACPI_CPUFREQ)
And Pentium-Pro as the processor family.
Of course, you could also enable all the (or all the Intel) frequency scaling options as modules.
