I'm using Debian and here's the Power management portion from my kernel (2.6.6 config - shouldn't matter). Halting works for me.
Code:
[*] Power Management support
[ ] Software Suspend (EXPERIMENTAL)
[ ] Suspend-to-Disk Support
ACPI (Advanced Configuration and Power Interface) Support --->[*] ACPI Support
    < > AC Adapter
    < > Battery
    <*> Button
    <*> Fan
    <*> Processor
    <*> Thermal Zone
    < > ASUS/Medion Laptop Extras
    < > Toshiba Laptop Extras
    [ ] Debug Statements
[ ] Power Management Timer Support
APM (Advanced Power Management) BIOS Support --->
< > APM (Advanced Power Management) BIOS support
CPU Frequency scaling  --->
    [ ] CPU Frequency scaling
Hope that helps.
