rsync io timeout after 180 seconds

Hello, I get this error with this command (openstreet map data download):
rsync --timeout=1000000000 --contimeout=1000000000 -cv rsync://ftp.spline.de/osm-planet/planet/2016/planet-160502.osm.bz2 planet-latest.osm.bz2;
As you can see I've already tried adjusting the timeout options which leads me to the belief that it's something in the linux kernel that is causing the time out.
I tried adjusting tcp_syn_retries as well as tcp_synack_retries from reading this guide: https://drupal.star.bnl.gov/STAR/blo...s-linux-kernel
It did not do a thing.
The problem is that it takes 2 hours for my computer to read in the file and I'm assuming that it takes a similar amount of time for the server.
I want to use rsync because the md5sum of my downloaded file is bad and having a slow connection makes the process of redownloading all but impossible.

No idea, but a great place to ask is on the rsync list.

The users are very knowledgeable and the developers are right there too.

Everyone is very helpful and questions at all levels of complexity are addressed.

(which everyone should read anyway)

It would help if you provided more information.
Does any data get transferred?
Can you transfer a smaller file from the same server?
Any useful output from --verbose, --info and --debug options?
Can you ping the server?
