It really depends on the load.
setup a router/firewall for say a huge buisness size network and everyone is going to think it runs better with preemption. That is, it will respond to user requests within a certain timeframe (lower latency)
again its not about how fast the packets come pooring in. Its about how fast the firewall responds to user interupts.
