USB Drive - Nobody seems to have the right answer

I've installed Red Hat 9 and after a few problems managed to get my 128 MB USB Drive / FlashDrive working, incidentally with some help from this forum.
However, I would like to be able to boot into Linux from the USB FlashDrive instead of having to use a floppy disk ( I chose not to install a boot loader for reasons I cannot explain here), but simply copying the files from the floppy does not seem to work. My BIOS does of course allow booting from a USB harddrive and it works fine with DOS. I am telling you this just to avoid receiving a million replies advising me to check whether my system actually supports it. For some reason this seems to be the only answer others with similar questions have been getting and I've checked hundreds of posts before writing this one.
Can somebody please tell me in simple terms how I can transfer the boot files to the USB FlashDrive?
