Tv tuner cards on older systems

Is it possible to run a ATSC tv tuner card with a lighter tv program on a computer with 128mb ram and 366mhz processor? I am not looking for hd here, just a an okay picture to watch and possibly record.
Can you recommend an ATSC PCI tuner card?
This guy makes me think its possible

You might be better off using a HDHomerun. It is a dual digital tuner that runs off of Ethernet. You just stream the video. It takes a lot of pressure off the machine. It is well support by most PVR software (MythTv, etc). If you go to record, the disk speed usually becomes the limiting factor.
