Well I use the ATI TV Wonder and it works fine.
However...
No TV Cards works out of the box, you must add module options to the modules.conf file.
If you want to record tv as well (such as with MythTV) then I would suggest the PVR-250 card by hauppauge. It can be bought at Office Max, CompUSA, Amazon.com and ton of other places locally and online.

If you get a bttv based card I can help you setup the modues.conf file.

To use the bttv driver you need to look for a card using the bt848 or bt878 chip. These should work OK with existing kernels. I would think Mandrake would have some sort of hardware config tool to set it up.

Almost all older cards use these chips, but now there are some others around like the Philips, as well as digital TV receiver cards, which need some kernel patching to work.

well
many thanks for your offer of help
i've been looking at the various cards available
and there seems to be a fair range of hauppauge cards
available here in the uk
it will be a few weeks yet
(using linux has meant that I have had to learn to
begin researching proposed hardware additions well in advance of the
actual purchase)

If you're still looking for suggestions, I have had good luck with the Leadtek Winfast TV 2000 XP. NewEgg has it for $42 here . I've used it with XAWTV and TVTime on RH 9.0. Worked right away. It's only being used for TV viewing right now - played with the PVR a little with XAWTV and it seemed to work fine. I did not ever get around to fiddling with the remote.
