terminal with only uppercase

This is driving me nuts, I can't figure out how to log in with a handheld serial ANSI compatible terminal with Slackware 10. The problem is that the terminal keys are mapped to upper case. I know how to use STTY -IUCLC to remap the keys once I log in, but I cannot log in. I cannot create a user with an upper case or numerical name. The AGETTY man page hints at having the capability of mapping upper case to lower case, but it is not detailed. Can anyone tell me a simple way to do this?

OK, I am part way there, I can log in now. Thanks to being able to read the source to agetty, I found that it automatically detects input with no lower case and converts it before returning. Now, I just need to get STTY working, so I can type lower case after logging in.
