Unhappy refresh rates?

I cant seem to get the refresh rates to stick...

I can get 640x480 no problem and it is running in a virtual screen of 800x600. When I try to edit the configs, restart X etc...
screen still screwed up until I ctrl-alt- - back to 640x480

I am running xfree86-4
I can run xfree86-3 no problem
I have tried the following distros. rh9, jamd, debian3, knoppix and all have the same problem.....
I know I should have to edit the config files, but the changes do not seem to get saved.

Any ideas ?

still no ideas ?
I edited XF86Config-4 but now I am stuck in 640x480 with the virtual resolution also 640x480

It looks horrible.
The card is a prosavage4 with 32mb video ram and using the standard prosavage drivers for xfree86-4.
the monitor is a generic 15in crt and runs in windows at 1024x768 at 70hz or 800x600 at 60hz
c'mon, give us a clue
