NVIDIA GeForce RTX 4070 Max-Q / Mobile Graphics card not working drivers installed (Dell XPS Laptop)

I have a Dell XPS 19 running Fedora 38 with integrated Intel Graphics and a GeForce RTX 4070 Max-Q / Mobile. I installed the nvidia drivers with the instructions on this website:https://www.linuxcapable.com/how-to-...-fedora-linux/

It worked for a short time but doesn't anymore now the only thing I did since the install is running
Code:
sudo dnf update
If I run nvidia-smi now I get the following error message
Code:
NVIDIA-SMI has failed because it couldn't communicate with the NVIDIA driver. Make sure that the latest NVIDIA driver is installed and running.
And on nvidia-settings
Code:
ERROR: NVIDIA driver is not loaded

Two cards may have several configurations. They may be separate or they may be hybrid. One of hybrid setups is called Optimus, but there's more. You need to know what you have there, then you can set it up.
