If you open the TTY device with any application you should see the TR led turn on.

DTR is raised by the Linux host when the TTY is open.
Maybe you are not using the correct TTY device.

What does "dmesg | grep -i tty" say about your serial devices ?

This is what my Laptop states ... there is one DB9 serial port
Code:
n600c tmp # dmesg | grep -i tty
serial8250: ttyS0 at I/O 0x3f8 (irq = 4) is a 16550A
00:02: ttyS0 at I/O 0x3f8 (irq = 4) is a 16550A
I am not familiar with Xen so there may be something else here that I cannot help you with.

Re-installed Fedora Core 6 Still no luck

I re-installed fc6 upon re installation i made sure not to include any blue tooth stuff. my modem was detected and i was able to dial out. next day It would not work again and I received this output when i did a dmesg | grep -i tty

"XEN virtual console Successfully installed as ttyS0" Can anyone tell me what Xen virtual console is and how i can disable it. I did not see it on the install.

Thanks
