Modifying NIC IRQ setting

I'm trying to get a smoothwall pc-based router working. The green (inside) NIC is working, but the red (outside) NIC isn't. The red NIC is a 3COM Etherlink III ISA NIC. ifconfig doesn't show the red NIC, but ifconfig eth1 does. I've noticed that the IRQ on it is set to 10, but I distinctly remember it being 5 on another card of the same make. How do you change an IRQ setting in Linux, or is something else causing the problem?

If ifconfig eth1 brings it up then all seems to be well. If you do an ifconfig eth1, can you then ping the eth1 interface?

I'll have to try that. But could somebody please answer the IRQ question? I'll put in the wiki.
