Well, there are 2 types of Ubuntu CDs available.
1) Live CD - which allows you run Ubuntu without having itself to be installed on your system's hard drive. For this to work, you must have the first boot device set to CDROM in your system's BIOS.
2) Install CD - which allows you to install Ubuntu on your system's hard drive like other regular Linux distributions. Here again, you must have the first boot device set to CDROM before you get to install it.

When you power-on your system, the first screen that appears shows you some options like (Press DEL key to enter setup). In your case it may be some other key too. But, mostly the keys are DELETE, F1 or F2. Just read the screen and press the appropriate key.
When you enter setup. look for something similar to "boot device priority" and set it to CDROM. You will find enough instructions on the screen itself.
After you have made changes, press F10 then ENTER. There you go.
