dd if=/dev/sda1 of=dev/sdb3 turns a 10gig partition into a 130gig partition ?

lets say sda1 is 10gig and sdb3 is 130gig after i run
dd if=/dev/sda1 of=dev/sdb3
my system tells me that /dev/sdb3 is 100% full ? I dont know how this is possible or why it would happen. Is there another argument i'm supposed to send to dd ?

I'm trying to do this with ext4 file systems, i never seemed to have a problem doing it with ext3 file systems.

Your filesystem in sdb3 will be the same size as the filesystem in sda1, regardless of partition size. If you want to expand the contents of sdb3 then to fill the entire partition, you'll need to use resize2fs, but make sure you review these warnings first: http://ubuntuforums.org/showthread.php?t=1134978

Can you post the output of the dd command, fdisk -l, and df after mounting both file systems?

Very unlikely - as Matir indicated above, if /dev/sda1 was full before you copied it, the filesystem in /dev/sda3 will be the same size as sda1 and also full. The partition will (likely) have plenty of space for the filesystem to grow into.
Let's see the output of those commands requested.

dd is a poor tool for moving data to another partition.
