You'll need to connect both drives to the same IDE channel using an 80 conductor cable with two plugs on it. The drive connected at the end of the cable, furthest from where it connects to the motherboard, is generally the master. The slave drive is connected to plug partway down the cable. Make sure that the jumpers on your hard drives are set to cable select or the appropriate setting - i.e. master for the master drive and slave for the slave drive.
It's possible that your computer came with a cable to connect only one drive. If that's the case, you will need either a new cable that can connect two drives, or a spare IDE channel and another cable. Since most motherboards have only two IDE channels, and the second one usually has a CD drive attached to it, getting a new cable is probably your best bet.
