Problem solved.

I had to edit grub.cfg (yes, the file which starts with DO NOT EDIT THIS FILE) by hand, because it somehow didn't take over the configurations in /etc/default/grub (though I updated grub). However radeon.dpm=1 and radeon.modeset=1 work now.
